How Capacity Deficits Derail National Development

Mr. Henry Mbadiwe, Registrar of the Chartered Institute of Project Managers of Nigeria (CIPMN), has raised concerns about the growing number of abandoned projects across the country, which he says have significantly stalled economic development in various sectors. He disclosed that the total value of these abandoned projects is now estimated at over N17 trillion. According to him, the root causes include the lack of a unified, long-term vision across successive administrations, poor project planning from the outset, and inadequate budgetary allocations.

A recent assessment by the Federal Ministry of Budget and Economic Planning of 48 federal agencies further highlights these challenges. It found that 12.5% of the agencies have weak monitoring and evaluation (M&E) capacities, while another 18.75% demonstrated moderately weak capacity underscoring the urgent need to strengthen M&E systems and improve knowledge utilization in project and policy implementation.

Unfortunately, many directors and board members enter leadership roles without formal orientation in governance principles, risk oversight, stakeholder engagement, or performance evaluation frameworks. These aren’t soft skills — they are core competencies for public impact.
